For most part, Khoyesa is a sprawling, cosmopolitan city, befitting the capital of the Khivalon Empire. The heart of the Khivalon government, Khivala’s Stand, sits at the heart of the Boroughs, while the seat of power of the Khivalonian Empire, the Grand Palace, is safely cocooned in its own four walls. From there, the city is split into eight boroughs - one for each Bastion in the Pantheon, and these Boroughs are further sub-divided into districts for administrative purposes.
Due to the boroughs’ associations with a Bastion, some boroughs inevitably gain a degree of specialisation. For example, the Borough of the Borough of the Righteous hosts both the courts and several high-end legal service providers; the Borough of the Enlightened will be home to universities, institutions, and publishing houses. Of course, some boroughs are not quite as clear-cut as that: for example, both the Borough of the Adept and the Borough of the Welcoming have some overlap in the provision of shops, entertainment, and theatres.
