Being the seat of the Khivalon Empire, Khoyesa is home to the Khivalonian Royal Family as well as the highest court and legislative council in the Khivalon Empire. As the Khivalon Empire is a constitutional monarchy, the Prime Minister too resides nearby. The traditional seat of power for the Khivalonian Royal Family is the Grand Palace, where the Royal Family receives guests and hosts their seasonal debutante balls and events; the Leohtscourt Manor, meanwhile is the official residence of the Prime Minister.
The Administration of Khoyesa proper is divided into three tiers: the citywide administration, the borough adminstration, and the local administration. The citywide administration is co-ordinated by the Khoyesan City Council, who directly oversees the borough administration and the local administration.
The Khoyesan City Council is based in the Borough of the Guide, close to the heart of government and the Grand Palace, where the monarch of the Khivalon Empire resides. However, while they co-ordinate city-wide administration, most of the local and borough administration is left to the the Borough Administrations and the Local Councils within the respective boroughs themselves.
The Borough Administrations, as the name suggests, oversees the growth and development of each individual borough, ensuring that they both live up to their namesakes while working harmony with other boroughs. Each have several Local Councils reporting to them as to the goings-on of their borough districts, and are responsible for most local services including schools, local planning, traffic, and other day-to-day infrastructure and administrative functions.
